Addressing Maritime Insecurity in the Horn of Africa
Recent incidents involving vessels off the Horn of Africa do not reflect traditional forms of piracy, signaling an evolving threat to maritime security in the region that could lead to major maritime disruptions if an effective response is not developed. OBP highlights and categorizes six of the reported incidents to determine which threats to maritime actors are present in the region, and questions whether the existing counter-piracy framework can address these evolving threats.
